While every Justice and Judge in the States court system should exercise restraint in their comments, remarks and criticisms concerning legislative action out of which future litigation may develop, the right and freedom of each such Justice or Judge to express views on matters of public interest, as may be dictated by personal judgment and discretion, will not be denied. The qualifications or disqualifications of a Justice or Judge, to hear and determine issues in any particular litigation, when brought into question because of prior expression of views thereon, will be considered and determined under the Judicial Code of Ethics promulgated by the Court.
