to the charge of unconstitutionality on the ground that the titles of both the original and the amendatory Acts are insufficient
to meet the requirements of section 23, Article V, of the Constitution; held, further, that by the enactment of Chapter 90,
Laws of 1923, section 6078, Rev. Codes, providing the method for determining the insolvency of a bank, was not repealed by
